Buenos Aires 
I have traveled to many countries and last October and November was in Buenos Aires.  It's the complete city in which I was looking for with the Latin and European flavor.  I found very friendly and helpful people there.  The Argentine's are very proud people who maintain their european culture besides making their own there in Argentina.  I would recommend it highly.  I am returning again this time for four months this coming August especially since the cost of living there is one third of what it is here in the USA.  Check it out and you will not be disappointed.  Knowing a little of Spanish would  help you, but there are many individuals who can speak English since Argentine's is a  country which has very educated individuals..  If you are thinking of having dental work that is the place to go again, 1/3 the cost.  Palermo is a great nieghborhood in Buenos Aires.
