 I traveled to Cannes for a day while traveling along the coast of France.  I was there in February and the weather was very pleasant.  I never made it to the festival but it's much cheaper in the off-season.  I wouldn't go back to Cannes unless I went to the festival. I didn't feel as if there was much else other than the film festival.  But if you like sandy beaches and great food, this is the place to go.
