It's a good place to chill 
Well I lived in chile for about a year, I went to viña del mar two or three times.  It's an awesome place to go if your in chile already, plus valparíso is right next to it aswell, but I would'nt plan an entire trip from the states just to go there.  The beaches are....um mediocore but the two citys are amaezing.  My advice, if your in chile make the stop its well worth it but as the center of a vacation.....probably not.
