The Frames cafe in Nakameguro is one of three in Tokyo and they're all extremely popular. This one draws in a crowd of local workers, who have a lunch of Japanese curry, pasta or salad, all at extremely reasonable prices (many of the salad dishes cost less than JPY1000). At lunchtime, it is even possible to get a free drink! The restaurant has plenty of seating but it isn't too claustrophobic; sit in one of the surprisingly comfortable boxy white chairs and enjoy a great lunch that won't break the bank.
